        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 11, 2000)


SB 3026    RELATING TO SCHOOL FACILITIES                EDU, WAM
           Establishes the state educational facilities repair
           and  maintenance  special  fund  to  eliminate  the
           backlog   of   projects    existing   on   6/30/00.
           Establishes the  school  physical  plant operations
           and maintenance  special  fund  to  pay  for school
           repairs and cyclical maintenance projects scheduled
           after 6/30/00. (Sakamoto/D. Ige)

SB2094     RELATING TO REPAIR AND MAINTENANCE           EDU, WAM
           Establishes a  department  of  education repair and
           maintenance special  fund  into  which  .5%  of new
           capital   improvement   appropriations   shall   be
           transferred.  Requires the  fund be used solely for
           DOE repair and  maintenance  projects.  Reduces the
           works of art special fund's transfer from 1% of new
           capital improvements to .5%. (Kawamoto)

SB 2219    RELATING TO PUBLIC SCHOOL FACILITIES         EDU, WAM
           Exempts the  acquisition  of  school  facilities by
           leases from the law  relating  to the management of
           financing agreements.   Requires  the  DOE to enter
           into a lease agreement  with  the Maui Research and
           Technology Park or the  Haleakala Ranch Company, or
           both, for the  acquisition  of Kihei Charter public
           high school. (Chumbley/D. Ige)

SB 3139    RELATING TO EDUCATION                        EDU, WAM
           Sets  aside  interest  earned  by  the  educational
           facilities  improvement  special  fund  to  be used
           solely for education  technology; gives legislature
           sole  authority  to  authorize  projects.  (D. Ige,
           etc.)

SB 2129    RELATING TO EDUCATION                        EDU, WAM
           Appropriates funds  to  provide  for  one full-time
           permanent  school  fiscal  officer  at  each school
           complex. (Kawamoto)


 


 
SB 2138    RELATING TO PUBLIC SCHOOL FACILITIES         EDU, WAM
           Requires all newly constructed school buildings and
           all  existing  school   buildings  undergoing  roof
           repair to install  insulation  with  a minimum heat
           transfer resistance value of R-19, or to conform to
           the provisions  of  the  Hawaii  Model  Energy Code
           regarding roof heat gain, during their construction
           or repair. (Sakamoto)

SB 2834    RELATING TO NEW CENTURY CHARTER SCHOOLS      EDU, WAM
           Makes  the  DOE  responsible  for  determining  the
           appropriate allocation  to  public  charter schools
           beginning fiscal year 2000-2001. (Mizuguchi (BR))

SB 2218    RELATING TO NEW CENTURY CHARTER SCHOOLS      EDU, WAM
           Requires the  auditor  to  consider  the  advice of
           local    school    boards,    rather    than    the
           superintendent, in setting  the  allocation for new
           century charter  schools.    Appropriates funds for
           the  establishment  of  22  additional  new century
           charter schools, including the hiring of additional
           school personnel. (Chumbley/D. Ige)

SB 3142    RELATING TO EDUCATION                        EDU, WAM
           Establishes a real estate  trust for the benefit of
           charter schools. (D. Ige/Sakamoto)

SB 3035    RELATING TO SCHOOL-WITHIN-A-SCHOOL           EDU, WAM
           Amends chapter 302A, HRS, to allow establishment of
           a   school-with-a-school;    provides   governance,
           implementation, approval,  funding, and evaluation;
           exempts  from  most  state  laws  and  rules unless
           otherwise provided by law. (D. Ige)

SB 3034    RELATING TO EDUCATION                        EDU, WAM
           Allows parents  to  choose  the  school their child
           will attend.   Requires  drawing of school district
           boundaries  so  at  least   2  school  choices  are
           available to each student. (D. Ige)
